Hello, no - as built from the factory, there is no way to make that circuit "hot" at all times. If you modify the circuitry, you run the risk of causing a fire hazard or unintended parasitic drain of the electrical system. You can certainly consult your local dealership, but it's really a bad idea to draw power off of a dormant battery while the vehicle is not running anyway; it's not made to have that kind of capacity.
