We have replaced the harness, blower motor, resistor, and all fuses under the hood. We still do not have any power to the any of these components.

I hate replacing parts without knowing what I am replacing is going to fix the problem. Do you have power at the Brown wire at the blower motor with the key on? If not recheck for power at fuse #41 marked blower (30 Amp)fuse box under hood. If no power at fuse look at relay marked IGN3 HVAC, grounding the orange wire at the heater blower motor should make the blower spin if you "power side of the circuit is good". Orange wire goes to the blower resister and switch to provide path to ground for the motor. There is a company that independent auto repair shops get their information from, this same information is available inexpensively for people that work on their own cars.. The information is year make and model specific, covering repair procedures, torque specifications, fluid capacities and specifications, service bulletins, component locations, wiring diagrams ect....
