Why does my brake indicator dash light blink 13 times?

Started out as just on, then started blinking. We have checked out brake pads, calipers, rotors, drums, shoes and hardware. Bled brakes. Found a small leak but nothing significant. Pedal is also a bit spongy, we will be changing booster and a wheel cylinder next week. Otherwise brakes feel as they always have. Is this something that can be read by an OBD1 reader, as it's a brake dash indicator and not engine light? And where can I find codes for this particular light as all I can find is about the engine light blinking? We do have a Chilton's manual, but as yet I haven't even found anything in it, either.
What makes this problem better or worse?
Blinks all the time 13x, pause, then repeat.

With ABS ‘disabled’ - still have conventional brakes just like we’ve always had - plus those systems were almost antiquated when they were new - didn’t do much to help stop the vehicle due to rear wheel ABS only - very poor set up!
