Carseat buckle needs to be replaced

As I attached my seatbelt into the buckle I noticed that it refused to latch on. I was wondering if anyone knows if the dealership would replace it for free or, would I have to take it to a regular mechanic to replace it for me and how much it would cost? I have a 97 Geo Prizm and I live in Wilshire/Koreatown 90004 area. Any help would be much appreciated! Thank you.
