Has a good battery but won't start or turn over what is the problem

Hello, Did it start at all after the starter was put installed? The old starter should have been bench tested to ensure a faulty part was being replaced, because there is a change that voltage is not reaching the starter. What happens when you turn the key to the different positions? Not just starting or not, but with the entire vehicle. Do all of the normal processes occur when you turn the key a click at a time? When you turn the key to start, do all of the other electrical systems turn off?
