Most automatic transmissions have different components working when first gear is operating depending on whether "D" is selected or 1st gear is selected manually. That would explain why 1st gear works in "low" and not in "drive". I would suspect that your transmission has an internal fault which will only get worse over time. Overhaul or replacement will most likely be necessary.
