What is your question?
2004 Thunderbird with 14,000 miles Steering is binding at low speeds makeing it difficult to steer especially at low speeds. There are no noises, just difficulty turning the steering wheel. I was advised it needs a new steering intermediate shaft and they are discontinued. Can it be rebuilt and who would be able to do it if possible. What options do I have?

Hi - I am Dave, contributing to RepairPal and providing expert advice since 2010. A steering shaft is not a part that is mechanical in nature, rather it connects the wheel to the gear. I would advise diagnostic testing is required to find out what is going on with the variable assist power steering of this vehicle. At the very least I would recommend a second opinion, as to what you've been told.
