What could be wrong when Speed sensitive steering doesn’t work at low speed?

I had put on a machine to detect issue and Says Forward Electric Module isn’t working. All that I call in area says car too old for them to determine cause so I can’t find anyone to work on car. I do have mechanical background on cars so wonder if there Is anything else that I might try to fix the issue? Thank you
