When you turn the key, the fuel pump and fan run. The motor acts like it has no fire. When the fuel pump and fan stop, the car starts right up. Sometimes it does this for 45 minutes before it will start. Why?

On the fuel pump side of your question, I'd say you have a plugged fuel filter or a bad fuel pump. It should only run a few seconds when you turn the key on. That would make it not want to start. The fan should only run when it's hot so I hope someone else chimes in on that one.
Hi Slowpoke, Wondering if you got it fixed, found your entry when searching for solution to same problem on my 97 Cougar. I have replaced both the fuel filter and fuel pump with the better grade parts. Problem remains. Found that if I turn the key on, take the time to put my seatbelt on, then hit the starter, it reliably starts and runs fine. Don't know what else to try. L. Hua Po
When the Crank Sensor goes BAD, you’ll get a No Spark- No Start Condition... so, if you’re getting Spark from the Ignition Coil Pack or the Coil-on-Plug Ignition Coils.. the Crank Sensor is good and this test will not help you. replace your crankshaft positioning sensor. Trust me..if it turns over but doesn't start it is the **crankshaft positioning sensor**.
