What's a reasonable price to diagnose an electrical problem?

Here's what he say's - for $270+tax he'll diagnose & fix the problem. If it cost more, he'll let me know how much more! He wouldn't give me a bottom line quote to just diagnose the problem. I find this excessive & questionable. What do you think?
I did post the problem.This is a follow up question. My car started & lights turned on, but windows,fan & turn signal would not work. Drove to my mechanic.Turned car off. He was too busy. Said to go to an auto electric guy. Went back, started car - everything worked. Called the auto electric guy which takes us to my posted question.
