Have built up oil all around bottom of motor, why does it keep building up?

My car sounds like a dirby car, and there is built up oil all around the bottom of motor and is really smelling oily when i drive it, was doing it before i changed my oil, then worse after i changed it, and with my exhaust sounding loud is it related
