What's going on when I start the car?

What is your question?

I try to start it and it cranks but doesn't start. Try again it cranks a couple times and starts but the gauges in the dash all shake and tic for about 10 seconds then go where they're supposed to. Tried turning key to on for a few seconds and off then back on and the gauges act fine. Wondering if its possibly the ignition switch or starter. Also there is a chirping sound under the hood coming from the same area as the belt. Not sure if its related but they started at the same time (4 days ago).
