replace manifold now car is whinning when started up and it get quiet

could be that you have a vaccuum leak on the manifold because it was not sealed correctly. Another possibility for a whine noise that sounds when starting but goes away is the air pump. If its the air pump it will likely go away over time. It may have been adjusted a little when the work was done.
take your oil dip stick out and put your finger over the tube to seal it off if you have suction through the tube, you have a leak, intake the only other whining that I can think of would be the power steering. That may make noise then go away usually as the fluid warms up and expands, it will quiet or go away. If it's that kinda whine, it means your PS fluid is low, which will be hard on the pump when they are run low on fluid.
