surpenten belt was replaced,air conditioner has not worked in a while.Car has a new battery,could not turn pulley on ac by hand,put new belt on and when it's running it has a grinding like sound and wants to bog down like it has no gas but after it runs a while it smooths out.

The A/C compressor pulley should turn freely with the belt off..
