the front driver side seat belt is not retracting. how do I remove?

It is most likely bound on the belt itself the half cam locking of the seat belt, it's design is so when the brakes are applied the belt locks. However the belt does get twisted and bound. Steady pulling on the belt should be enough to free it. Unless you are the 1% of all seat belt retract malfunction. The B pillar plastic has to be removed and the seat belt D ring (the upper seat belt adjustable mounting bracket) and retraction unit are torque head bolts and usually torqued, with cage nuts into the body of the car and anti loosen, loctite thread covering some threads on the bolt. Do not cross thread the bolts when you put them back in.
