fans engage but at low speed not high speed

Actually, there is only 1 input to the PCM that supplies temperature information related to the cooling fans- the ECT, which is located in the cooling system under the throttle body. The PCM uses this information to determine if one or both fan relays need to be energized. Unplugging the ECT sending unit will put the system into default and apply the high fans.
