2 speed fans?

my ford taurus only kicks on in low speed and boils over i changed the temp send on top of intake didnt help what sensor controls the high speed fans when i unplug the temp send on intake that i replaced it kicks the fans on high and it does not boil over any info would be helpful....thanks bobby jordan
