When stopped a a red light with brake applied, my car feels like it still wants to go. When this happens I also lose my power steering What is wrong? All fluids are ok

I have a 95 3.8 Taurus it does the same thing, wants to take off while sitting at red light then it's calmed down then back to wanting to take off. I think I never buy FORD again!
