What makes the headlights on a 2001 ford taurus xl only work after a minute

My lights come on after a few minutes after I turn my headlights on .but will not come on as soon as I turn the light switch on .my park light s comes right on with no problems . We changed the gem box still the same an the light switch on dash and steering colum still same thing
