Cruise control will not engage 2000 Taurus, heater blows cold, fuses ok

Two separate concerns. The cruise control will not engage due to one or more of the components related to the system not functioning properly. Such as a speed control cut off switch. A brake light switch. Something like that. Testing of the system using a Ford IDS diagnostic tool - or equivalent - is needed.
