have a 99 taurus and it was blowing fuses all the time for the radiator cooling fan ,now the fan doesntwork at all ,does it need a new motor for cooling or is it electrical

This will require a diagnosis of the radiator fan circuit to determine which is bad. It is most likely the fan motor, but there is a possibility the wiring or something else in the circuit is bad, so to make sure the correct repair is done, get it looked at by a mechanic.
