every 10 seconds an actuator under the dash goes off and is draining the battery what do i need to do please help and when i do try to start the car the wipers go even when they are shut off

You obviously do have an issue with something electrical. I would recommend a qualified technician have a look as soon as possible - I would hate to think a live wire could cause an electrical fire or something similar. There is a junction box under the dash, some relays, and I believe the GEM module. No guessing - have it addressed. Good luck.
