SOLVED: neutral safety switch sending the pcm incorrect gear selector position. Installed a new neutral safety switch on the top of the trans and now it reads R-DL when in drive. So the Ecm was applying the rev limiter thinking the car was in park. HOPE THIS HELPS SOME ONE
