heater blows hot air when moving and cold air when standing still.

What is your question?

I have replaced the thermostat and the heater still blows hot air when moving and cold air when standing still. The temp gauge has never went more than half way to over heat yet if I let it idle for 15 to 20 minutes it will push coolant out of the radiator cap.

check your coolant it might be low, or air pocket in the system.
