why is my ac taking up to 15 min before it starts to blow cold air

i use the ac alot. i know my truck and when the compressor hooks up there is a clunk as the pully is no longer freewheeling. when the ac finally decides to kick in I get good cold air like always. why the delay? what can i do to promote rapid functioning. here in this part of northern california we get periods of 110degree days sometimes for a week straight!

If your condenser fan is not working, the system may not work properly also.
