How do i fix a wiper blade motor that only works on highest setting?

Intermittently the wiper blades will not work on any setting except high. it happen a while ago. but now it is acting up again. relay clicks. tried a new motor . same thing. i work for a car wash lots of water exposer. What do i do

Your problem is in the switch, try to take the knob off the end and cleaning the contacts before actually replacing the entire switch.

the other thing is that i forgot, is the relay in the fuse box under the hood does click when i turn the dial for any of the low settings. just now motor spins unless it is high. i found a document in the new one said it could be a ground issue or the governor is defective. which i don't know where it is
