rear drum brakes draging for a short distance after each stop

Jack up and support the vehicle spin the wheels by hand, do you feel them drag? Apply and release the hand brake spin the wheels again by hand, do you feel any drag now? Are the brake springs assembled correctly? After driving the truck and applying the the brakes does one rear wheel /drum feel "hotter" than the other side?
