it misses on a hill or when i get at high speed

If the engine in your 1999 Ford Ranger is misfiring under load the check engine light should be on and fault codes stored in the powertrain control module (PCM); Reading the codes may help you determine which cylinder is misfiring. Most misfires are caused by the secondary ignition system but there is know way to be sure without properly diagnosing the misfire.
Most likely the ignition wires. I had the same thing happen ever so slightly at high speeds...the engine light never went on. Took it to the shop and the diagnostic computer couldn't pick anything up...then they physically checked the wires...the first one they checked came apart!
