Hood Release not working

Seems that the cable is likely stretched our out of adjustment. My recommendation is to take some pliers and get a grip on the cable itself, and pull, as if pulling with the release handle. You should be able to pull it further than the handle's tolerance, and it will open. Once the hood is open, you can check for a way to adjust it ... plus it's accessible to be replaced when open too.
