Is the abs light on or flashing-sounds like you need a brake inspection by a shop-may be in the normal braking system or could be something simple like a stuck caliper slider

no abs light on or flashing. brakes were done twice in the space of 13,000 miles by a tire place (discount tire)

If what you are talking about is the rear brakes usually cold, this was a problem with Rangers. The rear brakes has a tendancy to lock up cold due to the rear brakes grabbing. New brakes properly adjusted and drums machined usually took care of this issue.
