fuel guage started pegging full every time key is turned on then it slowly drops to about or close to normal over 10 minutes of driving.

Hello, It sounds like there is too little resistance in the circuit when cold. Heat increases resistance, so the gauge can fall. You will want to test the circuit with the service manual on hand to ensure your resistance and voltage is correct, or if the fault is resistance across the gauge or fuel level sending unit, or even the engine control module.
