ok people i have a 90 ford ranger with a 4.0l engine i am still getting only like 9 to 10 miles per gallon.ive put a new maf sensor before the air filter an on the fire wall.ive also put in a new intake manifold sensor an the mechanic said he couldnt find a vacuum leak,but im still getting around 9 to 10 miles a gallon.im at a total lost and i really could use some sound advice.i really dont want to get rid of the vehicle.also it idles a little rough an when i fill it up the idle will rev up an down a little.pus when i first start it in the morning or afternoon it will stall unless i warm it for 5 to 10 minutes.thank you for your time an hopefully you can help me.

basic ideas for good mileage. plugs, wires cap and rotor. fuel and air filter. from your description, an new idle air control motor with throttle body cleaning. make sure the air pressure in the tires is at manufactures specs. front end alignment to be within specs. just some basic ideas to use as a guide. i dont have a cap or rotor. and what do you mean by a new idle air control motor with throttle body cleaning.also what is the proper temp for the engine.
The IAC is located on the right side of the engine as you face it, just under the black plastic cover on the throttle body. It has two bolts holding it on with a plug at the rear. Some folks try to clean them out with carb cleaner but I haven't any luck with that. New is better. May help with the rough idle surge but may continue to idle a little rough. The rough idle problem is up for grabs...intake manifold gaskets leaking, Fuel injector "O" rings leaking, vacuum leak (check grommet at vacuum check valve on power brake unit) For the bad gas mileage problem try a bottle or two of good gas treatment (Lucas) in a couple of tanks of gas. Injectors may just be dirty.
