What is your question?
When I turn the wheel the dash blanks out everything drops to zero but the car still runs it runs very rough shaky most times and bad on gas. Some of the wires are taped together some of them are touching metal and when I try to use the heater or the lights or anything everything dims but the car still runs but with less power all around.
What makes this problem better or worse?
The more I drive it the worse the shaking gets and feel the loss of power
How long has your 2000 Ford Mustang had this problem?
Almost a month

There is no available estimate from this published - you'll have to get a real world quote from a local repair facility near you. https://repairpal.com/repair-shops/ford-repair-and-service-in-stockton-california Based on wires "taped together" and "some of them touching metal" - I'd be highly concerned of a fire hazard; that said - evaluation of the vehicle is strongly recommended, as wire repairs are often much more cost effective than harness replacement. Furthermore, you don't know if the concerns you are having are because of a wiring harness issue.
