how do i fix my seatbelt the bottom is stuck on the passenger side

The seatbelt problem is not well explained as there are two parts to the belt. The retractor side and the fixed side at the center consol. If the retracting side is stuck, it might be possible to free it by removing the back seat quarter trim panel covering the belt retractor and observing its condition. If it cannot be freed, then it should be replaced.
