The hybrid battery is full charge and road speed is about 30 with foot off the accelerator. After highway driving for several miles, EV mode works. If it is parked for an hour or two, then it won't go into EV mode with a full battery until it is driven on the highway for several miles. Check of the engine battery gives 11.89 volts. Local Ford garage tech spent 1.5 hours on it and couldn't find anything wrong!
What makes this problem better or worse?
Worse when first starting out in the morning

Very odd. It almost seems like the car doesn't know its state of charge untill a couple miles later. Have you owned the car for a while? The only thing I can think of is temperature. The engine or battery may need to be a certain temperature to allow full EV mode. Alex
My 2010 with 62,000 miles has an identical problem. Its been at the dealer all day in Dec 2018; they have reached out to Ford hotline. Will post answer when I know. All checks so far have come up negative. Did you resolve your issue a year ago?
I am having the same issue. I have a 2010 Ford Fusion with 150,000 miles. I live in Texas so the temperatures are mild. What was the solution that you came up with?
