A bad serp belt will not cause a CEL to turn on unless it is broken. Persue the CEL on with loose cap and emissions related components, sounds like you may have an evap small leak code. Start by clearing all codes stored in memory and drive vehicle until light comes back on and then read codes again. Good Luck
