Hello, Dave here, contributing to RepairPal and providing expert advice since 2010. Unfortunately, the instrument cluster itself is a module that must be replaced using a Ford diagnostic tool. This requires "inhaling" the old information and programming it into the replacement unit. Used, new - it doesn't matter. It's a costly endeavor any way you look at it. Some non- Ford shops will have diagnostic equipment they pay for -- so certainly check with a local shop near you for costs and estimates. Perhaps it's not the cluster but the illumination?
