Belt Tension Issue NHTSA Recall 96I003000

The parts came from Ford, has ford part numbers, a shop here put them on and came up with a TSB 95-5-22 Accessory Drive Belts- All 7.3L IDI Diesels - come off accessory drive pulleys- Vehicles built after 2/15/92 : front end accessory drive Misalignment- Fead Belt Tracking Issues- vehicles built 2/15/92 (Mar 13, 1995) Ford didn't know what I was talking about, would not help me, on the phone. kept on telling me there's no recall . and ask me where did I get the TSB letter told her on line.
