I have the 38 gallon plastic fuel tank was there a recall on this tank.

Plus when I turn the key to the on position I get 45 lbs of fuel pressure on the fuel gsge. When I cycle the key off with in 5 seconds the fuel pressure drops to zero and the secondary fuel filter will drain. Is this normal
