space 22 in fuse panel enging control fuse blows every time it starts

Can't get any codes as soon as key turns on fuses blow, pulled PCM relay and fuse will not blow have switched relays to make sure it was not bad,disconnected PCM behind battery still blows fuse, checked for a short in wire nothing found yet
