...which would lead me to suggest having a look at your radiator / condenser fan operation. Still, with low engine speeds, your compressor isn't turning fast enough either. Optimal air conditioning compressor operation occurs somewhere above 1,500 RPM -- if you're crawling along, it might be a bit to slow for optimal performance.
IF your primarily travel is under the same conditions that are posted here - then you might want to seek *hands-on* assistance from qualified personnel to formulate a repair solution .... This is especially true if engine overheating is also occurring. However I suspect the ‘this’ particular problem goes away during ‘normal’ highway travels. Good luck!
