Could be, Ceased caliper, bleed the lines, rotors are to thin and the caliper piston can't push out any further. This happens when you change the brake a number of times and the pads wear down the rotors. I would check in that order.

check to see if the brake line on that wheel has collapsed on the inside, you can't tell by looking. it happened to me once.
