Hello, Dave here, contributing to RepairPal and providing expert advice since 2010. I have seen your dashes and no start on similar vehicles in the past. You do not need an OBD II scanner - you need a diagnostic tool able to interface with body and chassis modules also. But before that, it would be best to address the influence of rain and water to your concerns. I would check for water intrusion under the dash and possibly on control modules or the fuse box. This could wreak havoc on these components and cause the concern you are describing. Has the windshield been replaced previously? Insufficient sealant can cause a water leak that can get onto these components and create malfunctions. The GEM module, for example, is located under the driver's side dash area.
