rough idel and surges while stopped,new plugs and wires ,replaced fuel filter ???

could be a vacuum leak, these are known for the rubber elbow to crack or tear at the main supply to the intake and will cause this problem. Start your engine and listen for a hissing sound near the back passenger side of the engine or near the front under the upper plenum. It will be hard to see but you should be able to move your hand around the area, and hear a change in the sound as you pass over the bad area. It is hooked to a hard plastic pipe about 1/2" in dia. The rubber elbow can be bought from local parts store for a few bucks.
Mine had the same problem. When I took it in we started with o2 sensors and other. Nothing seemed to work. Finally, I googled it. The internet said to check a small elbow hose from the top of the engine. Believe it or not, $8 later...we had the light off and the seal fixed.
