Blows fuse and will not start

This will require a wiring circuit troubleshooting procedure that will be focusing on a short circuit. If you can gain access to the fuel pump, try disconnecting the wiring and replace the fuse, if the fuse blows again, then the short is in the wiring/circuit, if the fuse doesn't blow then replace the fuel pump.
