Does the recall for 1993 Ford F-150 fuel pressure regulator include replacement of malfunctioning fuel check valves and fuel pumps

Gas is overflowing from fuel tanks. Switch for dual tanks does not work. We took truck to dealer and the only thing that was replaced was the fuel pressure regulator. This did not fix the issue of the gas overflowing. According to NHTSA Campaign ID number: 93V12500 the check valves should have been included.
