new pcv valve has no cap on the top open port? is this a problem?

My old PVC valve had a cap on the top open part of it. I bought a new one, but it didn't have a cap on the top port is this a problem? Didn't realize it while installing because I found the broken part of the old PVC valve after the install.

What makes this problem better or worse?
