The shutter only occurs under light to medium braking at high speed. If I apply more pressure the shutter goes away and everything is smooth. It seems to be getting worse over time. It almost feels like the front passenger tire bounces when braking. Noticeable when braking at highway speed. Not really at lower speeds. I have replaced all four: rotors, pads, brake hoses, knuckles, bearings, tires and struts. I have also rotated the tires since to rule that out too. PLEASE DON'T SAY BRAKES.....THEY HAVE ALREADY BEEN REPLACED/CHECKED AND RULED OUT. EXPLORER HAS ABOUT 95,000 miles.
What makes this problem better or worse?
If I apply more braking force it operates perfectly. No brake peddle pulsating.

Hello, even though you replaced brake rotors, it still sounds like there is an "out of round" concern with one or more brake rotors. Since you feel it in the steering wheel, I would limit my concern to the front brake rotors. That is definitively what causes steering wheel vibration when braking, even a small vibration and at varied times. Have your front rotors checked for runout and go from there.
