2007 Ford Explorer when we preheat car and have heater on air blows out vents but cold as we drive down road it starts blowing warm air after 10 or 15 minutes any ideas

If you are eventually getting heat, it sounds like an engine temperature issue. Have the engine operating temperature checked and see how soon the thermostat opens (does it ever close?). Heater control valve is possible, but check engine temperature first.
