the key will not turn over and steering wheel is locked and I pushed the brakes till they will not push any more

it has been hard for me to turn the key over on my 2000 explorer for a few months, but with pushing the brakes and moving the steering wheel I was lucky, my luck ran out I can't get the key to turn over no matter what I do. how can I find out if it is the switch or the lock part
